The following requirements must be completed within ONE YEAR of joining MRC:
- ICS 100 and 200 (available online, through FEMA) https://training.fema.gov/emiweb/is/icsresource/trainingmaterials.htm
- START Triage – Will be presented to MRC members annually or can be taken through CERT training classes
- Blood Borne Pathogens Training and HIPAA Privacy Training (offered through Tillamook Community Health Center — Health Department)
Within TWO YEARS, members must complete:
- Wilderness First Aid e Psychological First Aid
MRC members should participate regularly in continuing education activities related to Disaster Response, including:
- Basic Disaster Life Support
- Advanced Disaster Life Support
- Skills practice (suturing, splinting, airway management, etc.)
- Other trainings related to providing medical care in disaster/emergency/austere environments.
The Nehalem Bay MRC offers a monthly training meeting which will satisfy most of these requirements. The Oregon Health Authority offers free trainings, including Basic and Advanced Disaster Life Support, Psychological First Aid and Wilderness First Aid periodically throughout the state. They are frequently offered in Portland and our area usually is offered 1-2 such trainings each year.
Other Requirements:
- All MRC volunteers must register on SERV-OR Emergency Registry of Volunteers – OR.) This registration provides liability and workers compensation coverage if the MRC is activated to respond in a Governor-declared emergency. SERV-OR registration is open to all health care professionals who have been licensed in good standing within the past 10 years. Once you are registered, you will remain registered if you continue with regular trainings.
- Background checks: If you have a current health care license in Oregon, the various Boards keep background checks current.
- Have and know how to use a GMRS radio and/or have a HAM operator license.
- Tillamook County Community Health Center (TCCHC): TCCHC provides liability coverage to registered volunteers if TCCHC activates us for a local emergency. In order to respond in a local County emergency, all MRC volunteers must be registered with the Tillamook County Community Health Center (Health Department).
TCCHC requirements include:
- Must be registered on SERV-OR
- Must have a SERV-OR photo ID
- Volunteer Application
- Staff Confidentiality Statement Agreement
- Driver’s License and Medical License copies
